l am trying to raise the money to put a payment down at Howard University so that I can resume my progress of getting a Bachelor's Degree.

I applied to Howard University in 2009, during my senior year in high school. My parents both had no faith that I would actually be accepted into the school, despite my 3.7 GPA. I never received a letter of acceptance from the University, so I figured that they were correct. After enrolling in my local community college, Howard Administration called me and explained it was a mistake. They had never sent out my acceptance letter. They were not only accepting me to the school, but were supposed to offer me a full scholarship. By the time they had discovered the error and contacted me, there were no scholarship funds left. They also stated they had no more freshman housing for me, so I would have to find other accommodations if I indeed still wanted to attend. I decided I would still go to Howard, take out federal loans, and commute 90 minutes from my home in Clifton, Virginia via assorted buses and trains. I was an Administration of Justice major in the College of Arts & Sciences. During my sophomore year (SPRING 2011) I did not have the funds to continue on with my education, and was purged/removed from my classes at the University. I am now unable to attend any other university or college without giving Howard 50% of the tuition from the semester I was removed, because they will not release my transcripts. I currently live in DC, and have no aid from my parents. I work full-time in retail just to afford my rent, bills, and food expenses. I hope to one day become a police officer, but in DC it requires a minimum of 60 credit hours from higher education. So I am asking for your help, since I cannot find any other options, to pay back this 4,500$ so that I can continue my education and hopefully one day make a difference.
